Dear Ahmed,

OUR REF:  22/23-21 – RTI ACCESS APPLICATION

Thank you for your email.  I note that you have requested certain
statistics relating to entry into UQ’s Doctor of Medicine program under
Right to Information.  In the first instance, I recommend that you contact
the University’s Admissions Team ([1][email address]), who may be
able to assist you with that information without the need for a formal
Right to Information application.

Should you wish to proceed with an application under Queensland’s Right to
Information Act 2009 (RTI Act), please note that [2]section 24 of the RTI
Act requires that an application must:

o be in the approved form and be accompanied by the application fee;
o give sufficient information concerning the documents to which access
is sought;
o state an address to which notices under the Act may be sent to the
applicant; and
o state whether access to the document is sought for the benefit of, or
use of the document by, the applicant or another entity.

Instructions on how to submit an RTI application to the University can be
found on our [3]RTI & Information Privacy Applications webpage.

If you wish to continue with your application, please correct the
deficiencies as noted above, and return your application to the University
via [4][UQ request email] within 15 business days.  If your application is not
made compliant within that timeframe, a prescribed written notice of
decision will be issued under [5]section 33(6) of the RTI Act.  However,
if you require additional time in which to make your application
compliant, please don’t hesitate to let me know before the above date.

In any case, it is important to be aware that the RTI Act provides a right
of access to documents, not a right to obtain answers to questions or to
have such answers extracted from documents in the University’s
possession.  Where the information to which you have referred in your
email does not already exist as documents, or as information from which
the University can readily generate a written document without having to
obtain or re-program equipment or software, or without having to create a
post-application document, the University is not obliged to provide that
information under the RTI Act.

For further information regarding formal access applications, please refer
to the University’s [6]RTI & Information Privacy Applications webpage or
the [7]Office of the Information Commissioner website.  Alternatively,
please feel free to contact me on +61 7 3443 1148 or via [8][UQ request email]

Dear Ahmed,

OUR REF:  22/23-21 – RTI ACCESS APPLICATION

I refer to your email dated 21 November 2022, in which you requested
certain statistics relating to entry into UQ’s Doctor of Medicine program
under the Right to Information Act 2009 (RTI Act).

Your application was not compliant with the requirements set out in
[1]section 24 of the RTI Act.  I wrote to you on 8 December 2022 to advise
you that your application was non-compliant, and provided you with advice
on how to make your application compliant.

DECISION

The University has not received a response to the aforementioned
correspondence dated 8 December 2022, and your application remains
non-compliant.  Pursuant to [2]section 33(6) of the RTI Act, I have
therefore decided on this date to refuse to deal with your application.

INTERNAL REVIEW

If you are not satisfied with my decision (or any part of it), you may
apply to the University for an internal review under [3]section 80 of the
RTI Act.  An application for an internal review must be made in writing,
and any such application must be lodged within 20 business days of the
date of this decision.  Please refer to the University’s [4]Internal
Review Applications webpage for more information.  Applications may be
emailed to [5][UQ request email]

EXTERNAL REVIEW

If you are not satisfied with the outcome of the internal review, or if
you wish to proceed directly to an external review, you may apply in
writing to the Office of the Information Commissioner (OIC) for an
external review of the decision under [6]section 85 of the RTI Act.  It is
not necessary to have an internal review before applying for an external
review.

Any application for external review must be made in writing to the Office
of the Information Commissioner within 20 business days of the date of
this decision or the date of the internal review decision (whichever is
later).  Please refer to the OIC’s [7]Apply for external review webpage
for more information.

Please don’t hesitate to contact me on (07) 3443 1148 or via email to
[8][UQ request email] if you have any queries or require any further
information.

Yours sincerely,

Justin Rofe
