Speed limit reduction trials on the Mornington Peninsula
Dear Mornington Peninsula Shire Council,
My request is with regard to the two year trial on speed limit reductions from 100km/h to 80km/h on “high-risk sealed rural roads” on the Mornington Peninsula at the end of 2019 / beginning of 2020.
I am requesting:
a) copies of any documentation, proposals or email correspondence that were provided to/from Road Safety Victoria by the Mornington Peninsula Shire Council with regard to this trial.
b) copies of any documentation, proposals or email correspondence that were provided to/from the Victorian State Government by the Mornington Peninsula Shire Council with regard to this trial.
c) I am also requesting a copy of emails to and from Councillor David Gill on this subject

Dear Mr Sturgen,
Thank you for your recent request made under Freedom of Information. My apologies for the delay with our response. We are currently experience some delays in processing new and existing requests received between 16 March and 30 September 2020.
I have enquired with out accounts department as to receipt details for payment of the application fee (29.60) which must accompany a request for it to be valid. At this point our request is deemed Not Valid.
If payment of your request has been made could you, please kindly provide receipt details for confirmation. If however, you have not yet paid the application fee you can do this over the phone via credit card by call our Customer Service Centres on 1300 850 600 and making payment in the amount of $29.60 and advice officers you are making payment for a Freedom of Information request. Once payment is received your request will become valid.
Also, in accessing your request for relevance and applicable access charges I will need you to clarify your request as I am unsure as to the document you are seeking.
The Speed Limit Reductions program has been ongoing prior to 2019 and I am unsure as to the date range you are seeking documents for. Your request states end of 2019/ beginning of 2020. Are you requesting documents for this time period to date and if so, could you please provide specific date range details for all points of your request? Dependant on the date range for searches access charges will need to be accessed and applied to you request seeking part payment to proceed if searches are not routine and once your request becomes valid.
Please note also that as your request relates to Government Agencies and third parties, documents are subject to consultation and notification seeking views on release from Government Agencies and all third parties including Councillors in accordance with Section 33 of the FOI Act. This can be discussed further once payment of the application fee and clarification of your request regarding document date range. If you would like to discuss this further, I will be able to assist you with this early next week as I will be taking some leave over the next two days and returning Tuesday 6 October, next week.
