Dear Ms Kingston
Freedom of Information Request
I refer to your application dated 10 July 2013 in which you seek access to documents under the Freedom of Information Act 1982 (the Act).
Your request was received by this agency on 10 July 2013 and the 30 day statutory period for processing your request commenced from that date.
You will be notified of any charges in accordance with the Freedom of Information (Fees and Charges) Regulations, should they apply, in relation to your request as soon as practicable.
Please be advised that effective 1 May 2011 and in accordance with section 8(2) of the Act, an agency is required to publish information on the AFP website following the notification of a decision in respect of a freedom of information request. Details of the decision will be published in a Disclosure Log which can be found at http://www.afp.gov.au/about-the-afp/info....
The requirement to publish information released under FOI reinforces the objectives of the FOI Act to promote a pro-disclosure culture across government and to increase recognition that information held by government is a national resource. Exceptions to the requirement to publish information would apply to personal information and information concerning the business affairs of a person if it was considered ‘unreasonable’ to do so.
If, however, after noting the above, you wish to raise any concerns about the publication of information concerning your request prior to the notification of a decision, please advise this office in writing before 9 August 2013.
Yours sincerely,

Dear Amos, Leonie,
Hi Leonie. I'm confused. I asked for documents which disclosed or referred to the identity of the person who referred the 2010 Slipper travel allegations to the AFP. These concern winery trips in Canberra when Slipper was a Liberal backbencher and are being prosecuted.
You have released two documents which concern the 2012 allegations made by Ashby in connection with his legal action, and concern activities in Sydney. Ashby dropped this allegations from his Court case and they were dismissed as baseless by the AFP.
Does this mean Ashby also referred the 2010 allegations, and if so, are there no documents which refer to the ID of the 2010 informant in connection to those 2010 allegations?
Yours sincerely,

Dear Ms Kingston,
The AFP considered your Freedom of Information application as a request for the document/s that instigated the investigation that resulted in the issue of summons against Mr Slipper. Whilst the summons were issued in 2013 they relate to incidents that occurred in 2010. The documents provided to you are the documents that commenced the investigation by the AFP into Mr Slipper that resulted in the issuance of these summons.

Dear Australian Federal Police,
Please pass this on to the person who conducts Freedom of Information reviews.
I am writing to request an internal review of Australian Federal Police's handling of my FOI request 'Slipper summons re 2010 travel'.
I believe the decision maker wrongly interpreted my FOI request. The identity of the person who first referred Slippers travel to the AFP and what he referred - a 2012 travwl claim - is well known. I therefore specifically asked who referred the 2010 travel now the subject if prosecurion.
I don't believe the decision maker's interpretation of my request can be justified, and request that documents televant to my request be provided, not documents which are not relevant, as has occurred.
The matter of how the AFP became aware of the 2010 travel allegations is of significant public interest and the subject of several articles by myself and others, and I am puzzled that the AFP would interpret my FOI in a way which meant there was no reason for it!
A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.righttoknow.org.au/request/s...
Yours faithfully,
Margo Kingston

The FOI Better Practice Guide Chapter 10 says the decision maker should "ask 'would the third party have any proper basis for objecting to disclosure [under the personal privacy, business affairs or State and Territory exemptions]?' If the answer is no, the decision maker is free to release the information without consultation." http://www.ag.gov.au/Consultations/Docum...
The section of the FOI Act relating to confidential informants of law enforcement does not provide a statutory consultation period as it is not one of these three exemption categories in the guidelines. http://www.oaic.gov.au/freedom-of-inform...
