Thank you for your email dated 8 December 2020, received by the Department
of the Prime Minister and Cabinet (the Department), in which you made a
request to the Department under the Freedom of Information Act 1982 (the
FOI Act) in the following terms:
The April 2019 "Humanitarian Overseas Service Medal Guide to Eligible
Groups" cites "Palladium Group Pty Ltd" as an eligible organisation for
the medal. For the public interest, please provide a copy of the
Department's assessments justifying the award to Palladium Group Pty Ltd
Timeframe for receiving your decision
We received your request on 8 December 2020 and the 30 day statutory
period for processing your request commenced from the day after that date.
You should therefore expect a decision from us by Thursday, 7 January
2021. The period of 30 days may be extended in certain circumstances. We
will advise you if there is any extension of time.
Charges
Agencies may decide that an applicant is liable to pay a charge in respect
of a request for access to documents. If the Department decides that you
are liable to pay a charge, we will send you a preliminary assessment of
the charge as soon as possible.

Exclusion of officers’ names and contact details
For documents that fall within scope of the request, it is the
Department’s policy to withhold:

· the mobile or direct numbers of SES officers;
· the names and contact details of Ministerial staff at a level
below Chief of Staff.
The names and other details of SES officers will not be withheld unless
there is some reason for that information to be exempt from release. If
you require signatures, the names and contact details of non-SES officers
or Ministerial staff below the level of Chief of Staff, or the mobile or

the decision-maker may consider; otherwise we will take it that you agree
to that information being excluded from the scope of your request (that

the medal. For the public interest, please provide a copy of the
Department's assessments justifying the award to Palladium Group Pty Ltd.
The due date for a decision on your FOI request is 7 January 2021.
Due to staff leave over the Christmas/New Year period, the Department will
not be able to finalise your request by the current due date.
Accordingly, we seek your agreement to an extension of time 1 February
2021, in accordance with section 15AA of the FOI Act.

Please accept our request for an internal review of the FOI request 'Seeking assessments justifying HOSM for Palladium Group Pty Ltd'.
PM&C has previously advised that generally speaking, Government has not recommended commercial organisations for the HOSM on the grounds they are not principally humanitarian organisations in comparison with not-for-profit organisations.
However an exception to that general rule appears to have been made in this case. We ask that you provide us with a copy of the advice and information relied upon in justifying the award of the HOSM to Palladium Group Pty Ltd, a commercial organisation.
From the documents the department released, the assessment's 'Attachment F' does not appear to have been included. Are we able to request a copy of the attachment?
Can we also ask for the release of the information withheld under Section 22, excepting any persons signature; names and contact details of non-SES APS staff or Ministerial staff below Chief of Staff ?
