Scoping studies on HASS research infrastructure
Dear Department of Education,
As part of the 2018 Research Infrastructure Investment Plan, funding was committed for a scoping study of potential research infrastructure for HASS and Indigenous research platforms (https://www.dese.gov.au/national-researc...).
Three reports were commissioned as part of this scoping study, and recommendations drawn from these reports were included in the 2020 Research Infrastructure Investment Plan (https://www.dese.gov.au/2020-research-in...).
I request that the three reports commissioned for the HASS and Indigenous research platforms scoping study be made publicly available, along with any recommendations and associated briefing notes derived from the scoping study.
Yours faithfully,
Tim Sherratt

Dear Tim
Thank you for your payment of the processing charges for your FOI request. We will send you a receipt for your payment as soon as this is available.
In accordance with the FOI Act, the decision on your FOI request is currently due on 10 January 2022. The department shuts down from 24 December 2021 until 4 January 2022 and is unable to process FOI requests during this time. The department’s resources are also impacted over the end of year period due to staff leave and a number of competing priorities. Further, as advised in the charge notice issued to you on 6 December 2021, consultation with third parties is required to process your request. It may be difficult to consult with these parties during this end of year period as their resources and availability may be limited.
Accordingly, we are seeking your agreement to a 14 day extension of time (to 24 January 2022) to process your request in accordance with section 15AA of the Freedom of Information Act 1982 (Cth) (FOI Act). However, we will endeavour to provide you with a decision on your request as soon as possible within the extended timeframe.
If you agree to an extension of time, we will notify the Office of the Australian Information Commissioner (OAIC) of the extension in accordance with section 15AA(b) of the FOI Act and will provide your contact details to the OAIC. If you do not agree to the extension of time, we will seek an extension directly from the OAIC in accordance with section 15AB of the FOI Act.
We would appreciate your response to this request by Wednesday, 15 December 2021. If we have not heard from you by this date, we will proceed with approaching OAIC for an extension.
Please do not hesitate to contact me via [email address] if you have any questions or would like to discuss the above.

Dear DESE - FOI,
Thank you for your decision on my FOI request 'Scoping studies on HASS research infrastructure' dated 14 January. In the decision you noted that the third party involved had until 14 February to appeal the decision and I wouldn't receive the third scoping study until this date had passed. Given that the date has now passed, I was wondering what the status of my request was. Can the third scoping study now be released?

Dear Mr Sherratt
Thank you for your email. As you have noted in your email below, the document referred to as 'document 2' in the department's decision dated 14 January 2022 was withheld from release pending the expiry of the affected third party's review rights. We apologise for the delay in providing you with the document while we were confirming with the Office of the Australian Information Commissioner whether the third party had sought Information Commissioner review of the department's decision. We have now confirmed that the third party did not seek review within the review period.
Accordingly, please find attached document 2, which I release to you in accordance with my decision dated 14 January 2022 (attached).
