between May 16th and May 21st, 2022, Citywide on behalf of City of Melbourne carried out some roadworks on Queen Street East side between Flinders Lane and Collins Street.
In relation to these works, could you please provide the following:
a) All the documentation/instructions that Melbourne City Council provided to the Contractor/Supplier in relation to how the parking signs had to be temporarily changed and which section of the free "on-street parking areas for motorcycles" had to be cordoned off ?
b) The documentation related to "Citywide’s Reserved Parking permit" which shows how parking signs should be temporarily changed and correlated measures.

I refer to your request received by the City of Melbourne (“Council”) on 1
September 2022 in which you seek access under the Freedom of Information
Act 1982 (Vic) (“Act”) to:

In relation to these works, could you please provide the following:

This is to confirm that I have made preliminary enquiries about the
request with the Council’s City Safety, Security and Amenity Branch which
has responsibility for managing parking signage within the municipality
including the issuing of reserved parking permits.
In the course of reviewing the request it appears that you are seeking
answers to specific questions about the temporary changes made to the
parking signs along Queen Street which the City Safety, Security and
Amenity Branch believes could be satisfied by a written explanation.
Accordingly as an alternative the Director of the Council’s City Safety,
Security and Amenity Branch has prepared a written explanation which the
Council believes will address your queries about the temporary changes
made to the parking signs.
If you agree with this approach can you please confirm whether you consent
to me forwarding your contact details to the City Safety, Security and
Amenity Branch who will provide the written explanation to you directly.
The request under the Act could be placed on hold until you receive the
written explanation. Based on the written explanation you can then decide
whether you still wish to proceed with the request under the Act.
Can you please let me know how you wish to proceed in light of the above.

Hi Martin
Thank you for your enquiry and questions relating to the roadworks carried
out on Queen Street East side between Flinders Lane and Collins Street in
May 2022.
As Director of City Safety, Security and Amenity, your correspondence has
been forwarded to me to investigate your query and respond to you.
The City of Melbourne engaged Citywide to reconstruct the south bound road
surface in Queen Street between Flinders Lane and Collins Street. These
works were scheduled to commence 16 May and to be completed by 27 May
2022.
For Citywide workers to deliver this project, the instruction was: “Please
cover ALL spaces EAST side and CENTRE ONLY between Collins St & Flinders
Ln - Road Reconstruction”. This instruction includes the ‘P Motor Cycles
Only’ area given its location. This request was made to ensure the area
was clear of all vehicles.
When an area is reserved, We instruct Citywide to cover all the existing
parking signs in the area with temporary signs inscribed 'No Stopping
Reserved Permit Holders Excepted'. These signs indicate to a motorist that
unless they have a valid permit, they are not allowed to park in the area.
Our permits team issued Citywide their permit on 10 May to reserve all
requested parking between 16 to 27 May 2022. Please note, as the work was
completed early, an instruction to remove the temporary reserved parking
signs was given on 21 May 2022.
When considering reserved parking applications, we are mindful of the
limited availability of on-street parking and make all efforts to fairly
balance the contrasting needs of different city users. In addition to
updates to parking signage, letters were provided to properties in the
immediate area alerting them to this work by Citywide Services.
