My car was involved in an accident, and the other driver gave a false statement.

The Department of Justice and Community Safety is charged with implementing the Road Safety Camera Program, which includes red light cameras. The intersection referred to you in your email appears to not have a red light camera. The CCTV camera at this intersection is likely operated by the Department of Transport and Planning which administers VicRoads.
