Regarding front setback knock down rebuild case
Dear Parramatta City Council,
I am planning a knockdown-rebuild for my property in Toongabbie, and I would appreciate clarification on front setback and wall break requirements. My property details are as follows:
Block size: 15m wide and 37m deep
Existing property front setback: 8.8m
My builder has advised that the new property must have a 9.3m front setback based on the average of adjoining properties with setbacks of 8.6m and 9.9m.
I would like clarification on the following:
Question 1: Maximum Front Setback
Based on the Parramatta Council Development Control Plan (DCP) Part C – Section 3.1 for primary street frontage, the guideline specifies:
Setback range: 5–9m, consistent with the prevailing setbacks along the street.
Can you confirm if the maximum front setback is capped at 9m?
Question 2: Maintaining Existing Setback
Is it permissible to retain the existing front setback of 8.8m, considering it satisfies the 5–9m setback guideline ?
Question 3: Wall Break Requirements
The property is in a 1:100-year flood zone, and my builder has informed me that wall breaks may be required:
Wall break rule: Maximum straight wall length along a side boundary is 10m, followed by a recess of 1.5m depth by 2m length for all storeys.
With the front, side, and rear setbacks accounted for, the remaining buildable area on the property is approximately 14m depth × 12m width.
Can you confirm if the following design complies with the wall break requirements, given there are no straight walls of 10m or more along the side boundary?
Proposed design splitting 14m depth into two parts (6m & 8m) with different widths
1. 6m depth × 12m width
2. 8m depth × 11.5m width

As per your questions
All controls found within the Parramatta Development Control Plan are
subject to variation when sufficient justification is provided during the
DA process as part of the Statement of Environmental Effects, this
includes building setbacks and wall breaks.
However I am unable to provide any comments on flooding or engineering
controls.
