Dear Ms Dangar,
I refer to your email to the Department of Local Government, Sport and
Cultural Industries (the Department) requesting access to documents under
the Freedom of Information Act 1992 (WA) (FOI Act) received earlier today.
Your application requests communications between the City of Joondalup,
the Minister for Planning Rita Saffioti and the Western Australian
Planning Commission (WAPC) in relation to “the Housing planning HOA”.
The FOI Act gives people a right to access documents held by State and
local government agencies. I note that the City of Joondalup, the Minister
and WAPC are all regarded as separate agencies under the FOI Act. Based on
the scope of your request, my understanding is that you are seeking access
to documents held by one of those agencies and not the Department. If you
would like to request access to documents held by the City of Joondalup,
the Minister of WAPC you are required to lodge an application directly
with those agencies.
1. Information about how to apply for access to documents held by the
[1]City of Joondalup is available on their website.
2. Applications requesting access to documents held by the Minister
should be sent to [2]the Department of the Premier and Cabinet.
3. Applications for access to WAPC documents should be lodged with the
[3]Department of Planning, Lands and Heritage.
Please don’t hesitate to contact me if you have any questions or require
further information.
Regards,
Rhea Hillier

Dear Rhea Hillier,
Thankyou, for your kind attention, however, in view of the current emergency Covid-19 it is more appropriate to put this on hibernation until normal life resumes.
Each of the other agencies require submission of $30.00 and that is not realistically feasible right now.
Yours sincerely,
Nick
