Dear Department of Defence,

I write to you under the Freedom of Information Act 1982 seeking
any and all written documentation held by the "Department of Defence" that refer to arrangements and or contracts detailing the purchase of Japanese submarines that would be replacing the Australian made Collins Class submarines in 2014.

Good afternoon Ms Solinareos,

Thank you for your email below seeking access to documents under the FOI
Act. Unfortunately, as the request currently stands it is not
considered valid. Subsection 15(2)(b) of the FOI Act states that the
applicant must 'provide such information concerning the document as is
reasonably necessary to enable a responsible officer of the agency... to
identify it'.

In order for your request to proceed, clarification is sought on what
you mean by the word 'arrangement' and also where you refer to contracts
are you seeking access to actual contracts or documents that discuss
contracts. Further, you would also need to clarify the timeframe of
your request. You mention 2014 but it is unclear whether you mean
documents from 2014 as it does read that you mean that the replacement
was meant to occur in 2014.

Please feel free to contact me if you have any queries about this
matter. Please note that no further action will be taken on your
request until such time as we receive clarifying information from you.

Unfortunately, the information you have provided has not provided any
further clarity and accordingly, the scope of your request is still not
considered valid.

If you wish to proceed could you please provide a specific timeframe and
indicate if you are seeking documents that were created, signed or
otherwise in the specific time period.

While you are not required to specifically name the documents you are
seeking access to, some further information such as types of documents
(ministerial submissions, senate estimates briefs etc) would assist.
You may also like to consider whether you would like to exclude
duplicate documents and seek access to the final document or most recent
document. Another consideration is to advise whether you would like to
exclude email correspondence.
