Parking Meter 'Parking Sessions' information
Dear Yarra City Council,
Under the Freedom of Information Act 1982, I request the City of Yarra to provided documents and related information regarding councils implement of 'Parking Sessions' in the council managed parking meters. ‘Parking Sessions’ is the process where a parking meter prevents a motorist from purchasing more parking than the active signed time restriction allows allows.
This restriction is also applied in the transition period between restrictions. E.g If the restrictions are 2P from 9am to 6pm and 6P from 6pm to 12am a motorist who parks at 5:30pm is prevented from purchasing a ticket a ticket for more than two hours despite being legally allowed to park for six and a half hours because they are in the previous parking session.
This parking session restriction is unique to the City of Yarra and am looking to understand council’s process and decision making process in applying this unusual limitation.
I am seeking copies of all documents, procedures, minutes or emails which cover:
a) The decision to apply the parking session methodology and any discussion leading up to the decision..
b) Any advice received internal or external regarding the legality of the parking session methodology.
c) Any process documents covering the application and management of the parking session.
d) Any documents covering how to address parking fine appeals relating to the parking sessions.
e) Any submissions, complaints or correspondence received from the general or any statutory or government body public regarding the parking session.
f) Any emails or documents discussion whether objections to parking session related fines should be defended in court.
I would be grateful if you could confirm in writing that this request has been received, and I look forward to receiving this information within the statutory time period.
