We refer to your correspondence of 21 November 2018 to the Department of
the Prime Minister and Cabinet (the Department) (as below)- our reference
FOI/2018/189.
Validity
Section 15 of the Freedom of Information Act 1982 (the FOI Act) requires
that a request for access meets certain requirements. These requirements
are:
- It must be in writing;
- It must state it is a request for the purposes of the FOI
Act; and
- It must provide such information as is reasonably necessary
to enable the agency to identify the document/s.
Your request, in regards to point one, does not constitute a valid
request: while this point purports to seek documents, it is largely framed
as a request for information rather than documents. The FOI Act provides
for access to documents and not to information. The Department is
therefore unable to reasonably identify the specific documents you are
seeking access to. However, point two of your request will be considered
valid.
In order for your request to be processed under the provisions of the FOI
Act, we require further information to enable us to identify the document
or documents you are seeking and is requesting you provide us with more
information on the specific documents and the timeframe for these
documents, that you require.
We would be grateful for your response by Thursday 22 November 2018.

In response to an email from the Department, you amended point 1 of your
request (via return email dated 22 November) to:
1. Documents regarding the Prime Minister's trip to Singapore in
November 2018 for the Asean/East Asia summit including the travelling
party and schedule from October to November 2018.
The decision-maker for your request has today advised that the Department
has identified:
· a document that is within the scope of point 1 of your original
request (dated 21 November 2018); and
· documents containing the name of the hotel the delegation stayed
in and number of rooms reserved.
In light of the identification of the documents outlined above, we seek
your agreement to finalise the terms of your original request to the
following:
Regarding the prime minister's visit to Singapore in November 2018
1. List of the delegation travelling with the pm if you plan to withhold
names just there titles/position.
2. Documents listing the name of the hotel the delegation stayed in and
