I refer to your request to access documents under the Freedom of
Information Act 1982 (the FOI Act), which the Department of Home Affairs
(the Department) received on 21 February 2023.
As provided under section 29 of the Freedom of Information Act 1982 (the
FOI Act) and the Freedom of Information (Charges) Regulations 1982 (the
Regulations), I have determined that payment is required for this request
to be processed.
Preliminary assessment of charges
I have assessed the work the Department would need to do to process your
request, taking into account the time that would be spent by the relevant
business areas in producing documents from the Department’s computer
systems under section 17 of the FOI Act and assessing the documents for
release. I have calculated the charge as follows:
Search and retrieval: (1 hours 10 minutes @ $15 per hour) = $17.00
Decision making: No charge
(no charges are applied for the first five hours of decision-making)
Total: $17.00
(charge has been rounded down to the nearest whole dollar amount)
Next steps
Within 30 days of this email you must:
• pay the charge indicated in the attached invoice for your request
to proceed, and/or
• write to the Department if you believe the charge has been wrongly
assessed, should be reduced or not imposed, or
• withdraw your request.
Your request will not be processed until you take one of these actions.

On 21 February 2023, the Department of Home Affairs (the Department)
received a request for access to documents under the Freedom of
Information Act 1982 (the FOI Act).
The purpose of this letter is to provide you with a decision on your
request for access under the FOI Act.
1. Scope of request
You have requested access to the following documents:

the City of Ryde that are/were waiting for their citizenship ceremony. [2]
The requested time period is from November 2022 to June 2023. Please send
the total number of applicants that were waiting at the end of each month.
2. Authority to make decision
I am an officer authorised under section 23 of the FOI Act to make
decisions in respect of requests to access documents or to amend or
annotate records.
3. Relevant material
In reaching my decision I referred to the following:
· the terms of your request
· the documents relevant to the request
· the FOI Act
· Guidelines published by the Office of the Information
Commissioner under section 93A of the FOI Act (the FOI Guidelines)
· advice from Departmental officers with responsibility for
matters relating to the document to which you sought access
4. Document in scope of request
In accordance with section 17 of the FOI Act, the Department has used its
computer system to produce one document that contains information that
falls within part 1 of your request. The data produced in the document
existed in the possession of the Department on 21 February 2023 when your
FOI request was received.
With regard to part 2 of your request, the Department can only provide
data to hand as at the time of your request. We do not yet have data
available beyond 17 February 2023. Please note the information you seek

The decision in relation to the document in the possession of the
Department which falls within the scope of your request is as follows:

On 6 March 2023 the Department issued you with a notice of the preliminary

total charge indicated in the preliminary charges notice issued by the
Department.
As you have paid the full amount required, the Department is now releasing
the document to you. If you are dissatisfied with my decision to impose
charges, your review rights are set out in the paragraph titled “Your
Review Rights” below.

Internal Review
If you disagree with this decision, you have the right to apply for an
internal review by the Department of this decision. Any request for
internal review must be provided to the Department within 30 days of you
being notified of the decision. Where possible please attach reasons why
you believe a review of the decision is necessary. The internal review
will be carried out by an officer other than the original decision maker
and the Department must make a review decision within 30 days.
