Licence applications
The fastest way to have a liquor licence transfer or new licence
application registered, so it can be assessed, is to submit it via a web
form, if available. See

More types of amendments are being progressively added to the web forms.
We are currently working through a volume of manual applications.
We recommend that all applications are submitted well ahead of time, with
all requested supporting documents to avoid any delays. Applications are
not assessed until all documentation is submitted.
After you lodge a complete application we will, if relevant, post it to
our online liquor applications Noticeboard to allow public comment as
required by gaming and liquor legislation.

In most cases, applications...:
* to transfer a liquor licence can be provisionally approved during the
30-day Noticeboard public submission period
* for a limited licence, function on other premises authorisation and
special occasion extended trading authorisation are generally
determined within 30 days after their 14-day public submissions
period, and
* for other types of licence or amendment will be determined within 120
days after the 30-day public submission period. Many applications are
determined more quickly.
Annual liquor licence fees
Payment in full for annual fees was due by 29 May. If full payment is
outstanding, we strongly recommend to pay as soon as possible or the
licence will soon be suspended. For BPAY payments, remember that it takes
3 days for funds to be received. Annual fees are calculated on the
trading hours approved for each liquor licence and the compliance history
of the premises.
Licence transfers and annual fees
If you are a party to a transfer of a liquor licence, we strongly
recommend you confirm with the current licensee or premises owner which
party will pay the annual fee so the licence is not suspended or
cancelled.

Gary,
You can't seek internal review, because you haven't actually made a valid request.
Under the GIPA Act (the equivalent to the FOI Act for NSW State governments) you need to pay an application fee, and it might be that you haven't used the right form. While this site works well for Commonwealth/Federal government agencies, it doesn't work very well for state based organisations because they still need to have an application fee paid.
You have been advised how to make a valid request, I would recommend you do that first.
