NDIA’s ‘risk management framework’ for the financial year 2019-20

Dear National Disability Insurance Agency,

Please provide copies of the NDIA’s “risk management framework” for the financial year 2019-20, cited in the NDIA 2019-20 Annual Report [1]. Also, was the NDIA’s ‘risk management strategy’ approved by National Cabinet’s Disability Reform Council? If so, please provide a copy of the approval and the approved risk management strategy.

Context:

Under the ‘Chief Risk Officer Division’, the NDIA stated that “Risk supports the Agency to identify and manage its risks, including maintaining the risk management framework, building internal risk management capability, analysing and reporting prevailing and emerging risks, and providing oversight of material risk exposures ”[2]. It is the details, policy, procedure, references, inputs and sources of this ‘risk management framework’ that is the focus of this request.

This ‘risk management framework’ is also cited in the NDIA’s 2020-2024 Corporate Plan, stating that “The NDIS Risk Management Rules 2013 and the Prudential Standard CPS 220 – a risk management standard applied by the Australian Prudential Regulatory Authority (APRA) – together form the risk governance and framework for the Agency. Whilst the APRA standard does not formally apply to the NDIA, the Board has chosen to use it as a guide. Our Chief Risk Officer has oversight of all Agency risk and ensures all our systems, reporting and processes have risk management embedded, and are managed by dedicated risk officers” [3]. Going on to specifically state that “The risk management framework includes a collection of toolkits to guide all levels of the organisation in identifying and managing risks, and implementing the risk strategy “[4].

However, unlike previous years (2015, 2016, 2017, 2018, 2019), there is no mention of National Cabinet (formerly COAG) Disability Reform Council (DRC) approving the annual ‘risk management strategy’ [5, 6, 7, 8, 9]. There appears to be no mention of ‘risk management strategy ’in the NDIA’s 2020-2024 Corporate Plan.
