MOOCs
Dear Australian National University,
Can you publish any policies you have in regards to MOOCs?
Can you publish contracts which you have with third party platforms in regards to MOOCs?
Yours faithfully,
Abdul Hai
Dear Mr Hai
Regarding your attached request received by the University. I have found that your request, as it stands, does not provide such information as is reasonably necessary to enable a responsible officer to identify those document(s) held by the University that would be relevant to your request, as is required by section 15(2)(b) of the Freedom of Information Act 1982 (FOI Act).
A failure to comply with this requirement is classified as a ‘practical refusal reason’ for which a ‘request consultation process’ under the FOI Act is required.
However, in an effort to informally resolve this failure, I request that you clarify your request and identify the documents you would like to access under the FOI Act.
Regarding University's policies. The University's policies, standards, procedures, guidelines and forms can be viewed at the University Policy Library webpage. https://policies.anu.edu.au/ppl/index.htm.
Yours sincerely,

Dear Mr Hai
Regarding your email response to my earlier request that you clarify your request and identify the documents you would like to access under the FOI Act.
I am still unsure if you are requesting access to documents of the University under the FOI Act and if so what those documents are. For example, when you use the term "publish" do mean access? I am also unsure of what you are referring to by the term "third party platforms".
I again request that you clarify your request and identify the documents you would like to access under the FOI Act.
Yours sincerely,

Mostly I classify a response like this one to say "clarification requested" because the agency has told the applicant that some more information (or money!) is needed before the request will be processed. This time, I have put the response in the category of "refused" because of the time that has passed since the agency responded and the applicant has not made a follow-up. This does not mean that the agency will refuse the request when an application is made in the correct (required).
