Lot 350 Quakers Road (Subdivision Certificate / Bathla Group)
Dear Blacktown City Council,
My name is Priyal Faldu and we have invested on Lot 8, 350 Quakers Rd, Quakers Hill, unfortunately, we are not getting clear information on the (sub-division certificate / land registration) over past couple of years from Bathla group or council, I have called for same to blacktown council few months before but they have refused to disclose anything and have asked to contact Bathla group.
We have been informed by Bathla Group,
Developer Application for Lot 8 350 Quakers Road, Quakers Hill is approved in (July/Aug 2023) and In Feb 2024, all departments in council have signed off to get subdivision certificate and only Biodiversity signoff is pending
In July 2024, for Biodivercity signoff, bathla group have planted 5000 plants and council have inspected site but have asked again to put another 20000 plants / mulch.
Will be very thankful if council can please clear
1. Did all department in council have signed off for subdivsion ceritificate and only biodiversity divsion is pending sign off?
2. When and What are the specific concerns biodiversity department have raised?
3. Lastly, what is still pending from Bhatla group.
Lack of the transparency from the Bhatla group and council have taken big toll on our lives and left us physically, mentally and emotionally depleted.

Thank you for your email.
Your original enquiry to council on 4 August 2024 was not processed as a request for information under the Government Information (Public Access) Act 2009, as it was referred to our Development Services Unit that manages the sub-division application (SC-22-00025).
Our Biodiversity team are awaiting a response from the applicant Bathla Group in relation to their subdivision application.
Until we receive a response the sub-division application cannot proceed.
As the application has not been determined, any enquiries on the status of the application are referred to the developer Bathla Group.
If you would like to request documents or records held by council you can make a formal access application and I have attached our application form.
Please note the following in relation to formal access applications:
* An application fee of $30 will apply.
* We can take up to 20 working days to process all requests We may be required to carry out consultation with the Bathla Group on the release of any of their records we hold
* Our Right to Information Officer will determine whether on balance it is in the public interest to release information being sought while the application is still being considered.
