Dear Brian Cooper
Thank you for your request for information.
We’re sorry to let you know that it’s taken us longer than expected to
process your request. This is because of the extensive number of
consultations required to identify the documents that may be in scope of
your request, due to its complex nature.
We are therefore writing to seek your agreement to a 30 day extension of
time under section 15AA of the FOI Act. This will make your new due date
28 July 2021.
Please let us know whether you agree by 5:00pm 24 June 2021.
If you don’t agree to the extension as, if not, we may need to seek an
extension from the Office of Australian Information Commissioner under
section 15AB of the FOI Act.
We’re sorry that it’s taken us longer than expected and we appreciate your
patience.
Please contact us at [1][NDIA request email] if you have any questions or
require help.
Kind regards

Dear National Disability Insurance Agency,
Please pass this on to the person who conducts Freedom of Information reviews.
I am writing to request an internal review of National Disability Insurance Agency's handling of my FOI request 'List of languages used by the NDIA used in MMM6&7 (Modified Monash Method) NT, WA and SA to determine CaLD'.
The NDIA produces quarterly reports on the numbers of persons they call CaLD, yet the method used which includes languages spoken should be recorded as a computer algorithm which I assume easily extracted. Provide a list of NDIA sections contacted and their responses. The actuary's section should be able to provide an immediate answer and the time lag in the response of approximately 6 weeks is not acceptable.
A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.righttoknow.org.au/request/l...
Yours faithfully,
Brian Cooper

Dear National Disability Insurance Agency,
Based on the definition the NDIA uses for CaLD, it has not excluded Indigenous Languages. The NDIA has not yet published its dictionary of languages.
According to t1267.0 Australian Standard Classification of Languages, 2016, Indigenous languages fall within the broad classification below
8 AUSTRALIAN INDIGENOUS LANGUAGES
81 Arnhem Land and Daly River Region Languages
82 Yolngu Matha
83 Cape York Peninsula Languages
84 Torres Strait Island Languages
85 Northern Desert Fringe Area Languages
86 Arandic
87 Western Desert Languages
88 Kimberley Area Languages
89 Other Australian Indigenous Languages
Given in those regions where there is a significant proportion of indigenous languages spoken, according to the NDIA there is also a significant number of persons identified as CaLD. The proportion of non-indigeniuos languages is insufficient to justify the numbers produced for CaLD estimates.
Yours faithfully,
Brian Cooper
