may be extended if the department needs to consult third parties or for

* provide you with a decision on your FOI request, or 
* discuss whether an extension of time is needed to process your request.

The Solicitor-General considers your request invalid under s 15 of the Freedom of Information Act 1982, because it is posing a question about the operation of legislation and to whom it may apply, rather than requesting access to a document.
