Above is extract from Manly Council website(now Northern Beaches Council. My request was informal so I do not have a right to request a review; but all of the information requested was supplied and mailed to my residential address. Too voluminous to scan and post here.

It is true that that council has not given the applicant the information that he has asked for. For technical reasons, it is not true that "[the council's reply] is overdue." The reason that the reply is not overdue is that a reply of any method is only required by law for a valid GIPA request. Because the applicant has not paid the GIPA fee, the request is not formally valid. The council should reply to tell the applicant about his invalid application and to tell him how to make a valid application but there is no time limit for this reply.
