Instances of rain-making programs Australia-wide from November 2012-2022
Dear Victorian Department of Jobs, Precincts, and Regions (DJPR),
Under the Freedom of Information Act 1982 (Vic), I request that I be granted access to the following information:
a) 2017 - 2022 - A list of all instances, Australia-wide, state by state, of rain-making programs, including geographical locations, dates/range of dates administered and chemicals used in administration of those programs.
b) 2017 - 2022 - A list of all instances, Australia-wide, state-by-state, of weather manipulation using HAARP technology, including geographical locations and dates/range of dates administered.
Paying the $30.10 fee would cause me financial hardship and as proof of my limited financial capability I quote my CRN: [redacted]

I note you have indicated payment of the $30.60 application fee, which required for a request to be valid under s 17(2A) of the FOI Act, would cause you hardship. Thank you for providing your CRN. As DJPR is a state based entity, and CRNs are issued by a Commonwealth entity, we are unable to verify this information. In order to progress this matter, a copy of proof of financial hardship, such as a copy of your concession card, must be provided prior to COB Thursday 8 December 2022.

I refer to your request under the Freedom of Information Act 1982 (VIC)
(the Act) received by the Department on 16 November 2022 seeking:
a) 2017 - 2022 - A list of all instances, Australia-wide, state by state,
of rain-making programs, including geographical locations, dates/range of
dates administered and chemicals used in administration of those programs.
b) 2017 - 2022 - A list of all instances, Australia-wide, state-by-state,
of weather manipulation using HAARP technology, including geographical
locations and dates/range of dates administered.
Confirmation
I confirm receipt of evidence of hardship, that the application fee has
been waived, and your request is now valid.
Timeline for response
Under s 21(2) of the Act, the department will seek to provide you with a
response within 30 days, commencing from the day after your request was
received. The current due date for your request is 19 December 2022.
Section 33(1): Documents affecting personal privacy
Under the Act, section 33(1) exempts documents containing personal affairs
information of third parties where disclosure would be unreasonable in the
circumstances. This process requires consultation with any third parties
named in located documents and adds 15 days to the processing time of the
request.
Could you please confirm via return email if you are seeking the personal
information of departmental staff (names, email addresses, phone numbers
etc)?. If you are not seeking this information, there is no requirement to
consult with individuals regarding the release of any personal affairs
information
Please note that it is our practice that the names of any departmental
staff members at Executive level or above are released.
