I have paid the $28.90 by credit card as requested, by ringing the number you supplied, all done by a very pleasant young lady.
Please process my request.

Dear Mr Schroeder
I thank you for your request and payment.
Please be advised that the Freedom of Information Act requires that
consultation must occur with any third party where that party has provided
documents to Council. This may mean the response to your request could
take longer than normal.
I also advise that the records the years ending 22 July 2016 and 22 July
2017 for point 4 of your request are available on Council’s website –
[1]https://www.eastgippsland.vic.gov.au/Com...
It would help me process your request if you could clarify the following-
1. In relation to point 5 of your request please advise what extra
information you are requesting in addition to the document that was
sent to you 10 May 2018.
2. Please provide more detail for point 6 of your request as appears to
be the same or similar to point 4.
Please call me on 51539500 to discuss any aspect of your request. Please
note that I am available Monday and Tuesday.
I look forward to your response.
Yours Sincerely
Graeme Hill

Dear Freedom of Information - Graeme Hill,
I have availed myself of the report that was written for the East Gippsland Shire Council website thank you.
Could I please receive the report document/s that were sent to the minister? Assuming the Minister was not given the URL of the website to read the report?

In relation to point 5 of your request please advise what extra
information you are requesting in addition to the document that was
sent to you 10 May 2018.
[end quote]
(a) Information as to how many tenders presented plans for the stage1 walkway
(b) Was Crossco also the tender selected to construct the walkway
(c) Copy of plans that other tenders presented etc.
(d) A list naming the flora that is being planted around and near the walkway?
If, point 4 captures all the information that is requested in point 6, then the latter is indeed superfluous.
Thank you.
Yours sincerely,
Charlie Schroeder
Dear Freedom of Information officer - Graeme Hill,
I thought I had replied to the above. The site informed me that the message had been sent. This time I will take a screen shot. I will repeat.
I realise there must be consultation with any third party. As these are council matters and third parties are probably council staff. So that should not be a problem as I am a rate payer of East Gippsland Shire Council.

I also advise that the records the years ending 22 July 2016 and 22 July 2017 for point 4 of your request are available on Council’s website –
[1]https://www.eastgippsland.vic.gov.au/Com...
[end quote]
I request the actual documents that were sent to the Minister, as that information was written for the web page. I doubt that the supplied URL was given to the Minister as the report.

1. In relation to point 5 of your request please advise what extra information you are requesting in addition to the document that was sent to you 10 May 2018.
[end quote]
(a) The information requested in point 5: is to view the plans other tenders, apart from Crossco, submitted for the walkway
(b) The information requested in point 5: is Crossco's concrete walkway still the desired result, and is it to be constructed by Crossco or their contractors or agents
(c) The information requested in point 5: is a list of the flora that is to be planted around the walkway and the stage 1 area?
If, point 4, as you suggest, captures all the documents and information requested in point 6, then the latter is superfluous.
Thank you.
Yours sincerely,
Charlie Schroeder

The site informed me that it wanted me to send a reply to the last request from Graeme Hill. Asked me to log in and do so. I repeated what had been sent in the reply the first time.
That's why there are two replies to the same post.
