Impartiality of those who review parking infringements
Dear Glen Eira City Council (Parking Services),
The Infringements Act (Vic 2006) requires that applications for the Internal Review of fines be reviewed and determined by somebody who is totally independent to the alleged offender, and the issuing authority (i.e. Glen Eira Parking Services).
I would like to know about who reviews and decides on the applications for internal review received by Glen Eira Parking Services.

Thank you for your email.
Council has not received a request under the Freedom of Information Act
1989 (‘Act’) from you.
If you wish to make a request under the Act please follow the instructions
on our website

and submit a completed application form together with the current
statutory application fee of $27.20.
Section 17 of the Act requires any request for access to provide such
information as is reasonably necessary for Council to identify the
documents which you seek. Therefore, please be as specific as possible
about the documents and include the timeframe to assist in identifying the
relevant documents.
Also, please note that in addition to paying an application fee for a
request under the Act, charges apply for searching and copying documents.
Section 22 of the Act imposes an obligation to charge for these fees in
accordance with the Freedom of Information (Access Charges) Regulations
2014.
