If possible I would like a copy of any documentation that lists each aircraft incident where a ground proximity warning alert in the cockpit has occurred for aircraft within a 60km radius of Hobart Airport within the last 5 years.
I would also like a detailed copy of the aviation aircraft manuals directly relating to the ground proximity warning alert encompassing:
- what triggers the warming alert
- at what height (above the actual ground) warning alert automatically activates
- what pilot processes must be followed when alert is activated
- who the warning alert is reported to
- which aviation authorities are alerted and what is reported to them
- what risk assessment process is followed

Dear Ms Minnucci,

I refer to your email of 26 February 2024 making a request for the
following information under the Freedom of Information Act 1982 (the FOI
Act):

 

If possible, I would like a copy of any documentation that lists each
aircraft incident where a ground proximity warning alert in the cockpit
has occurred for aircraft within a 60km radius of Hobart Airport within
the last 5 years.

 

I would also like a detailed copy of the aviation aircraft manuals
directly relating to the ground proximity warning alert encompassing:

 

-          What triggers the warning alert

-          At what height (above the actual ground) warning alert
automatically activates

-          What pilot processes must be followed when alert is activated

-          Who the warning alert is reported to

-          Which aviation authorities are alerted and what is reported to
them

-          What risk assessment process is followed

 

I acknowledge receipt of your request under the FOI Act. Your request has
been assigned the reference, F24/7821. CASA received your request on 26
February 2024, and the 30 day statutory period for processing your request
commenced from the day after that date. You should therefore expect a by
COB Tuesday 26 March 2024.

 

On 2 February 2024, you made a request for the following information under
the FOI Act:

 

I am led to believe the following:

 

·         Pilots seek permission from Air Traffic Control to dump fuel
from the aircraft.

·         The Civil Aviation Safety Authority and Airservices Australia
enforce strict procedures on when and where fuel jettisoning can occur.

 

Please provide all documents from between 1 Jan 2019 and 1 Jan 2024 where
permission was granted to jettison fuel from an aircraft travelling to or
from Hobart TAS within a radius of 60km of Hobart Airport.

 

This request was referenced as F24/4707.

Combined Request

Under section 24(2) of the FOI Act,

               ‘the agency or Minister may treat 2 or more requests as a
single request if the agency or Minister is satisfied that:

 a. The requests relate to the same document or documents; or
 b. The requests relate to documents, the subject matter of which is
substantially the same.’

 

As your requests of 2 February 2024 (F24/4707) and 26 February 2024
(F24/7821), relate to documents of a similar nature where the subject
matter is on fuel jettisoning and aircraft incident that occurred within a
60km radius of Hobart Airport, CASA has chosen to combine your request(s)
(the Combined Request) and treat it as a single request. Your Combined
Request is now due on COB Tuesday 26 March 2024. The period of 30 days may
be extended if CASA needs to consult third parties or for other reasons.
CASA will advise you if this happens.

 

You will be notified of any charges in relation to your request as soon as
possible, before we process any requested documents or impose a final
charge. CASA’s practice is to release documents in pdf format transmitted
via email to your nominated email address. Please advise if you wish a
different communication method – additional charges may apply.

Dear Freedom Of Information,
Good morning ...thank you for your reply, Amy.
I personally would have thought each request was a separate request.
The only similarity relates to a 60km radius around Hobart Airport.

The first request is now overdue, and it is a very important issue.
I have waited the 30 days and would like some indication if fuel has been dumped or released over our homes. We breathe the air, and I am seriously concerned - we are also in a tank water dependent area. I would like information on this FOI request as soon as possible.

Domestic Flights are extremely low and have increased from zero to 30-40 per day.

The other request relates to ground proximity warning alert in cockpits...and I am happy to wait until 26th March 2024.
