Dear Mr Gladstone

I write to you in response to your question regarding Council's requirement for you to complete and submit an access to information form.

Section 8(2) of the Government Information (Public Access) Act 2009 states that "An agency can release government information in response to an informal request subject to any reasonable conditions that the agency thinks fit to impose".

Council's requirement for a form is an administrative requirement which it considers reasonable under section 8(2) of the Act.

I have received this information from another council without filling in any forms or paying any fees. I have also made the request informally and at other councils they are processing it without the need for any forms.
