We make the following assumptions that affect the scope of the request. These are set out below.

Dear Mr Christopher Lyons,
The objects of the FOI Act provide the basis for the following principles relevant to charges under the FOI Act:
A charge must not be used to unnecessarily delay access or to discourage an applicant from exercising the right of access conferred by the FOI Act.
A charge should fairly reflect the work involved in providing access to documents.
Charges are discretionary and should be justified on a case by case basis.
Agencies should encourage administrative access at no charge, where appropriate.
Agencies should assist applicants to frame FOI requests (s 15(3) of the FOI Act).
Agencies should draw an applicant’s attention to opportunities to obtain free access to a document or information outside the FOI Act (s 3A(2)(b)).
A decision to impose a charge should be transparent.
It is clear that you are attempting to deliberately delay and discourage access to these documents through imposing absurd fees. Please advise of the appeals process.
I will be writing to Senators who are interested in this topic, drawing their attention to this cover up.
Yours sincerely,
H.K.
OFFICIAL
Dear Mr Kitch
Thank you for your email. Please see information regarding how to appeal a
charge notice below.
If you dispute the charge
Please contact the Treasury's FOI team by emailing [1][email address]
and explain why the charge has been wrongly assessed, why it should be
reduced, or why there should be no charge for your request.
Your email must include your reasons for disputing the charge. If you are
requesting a reduction in the charge, or that there be no charge, this
includes information to help the Treasury understand whether:
o the charge would cause financial hardship to you, or the person on
whose behalf you made the request, or
o giving access to the documents is in the general public interest, or
in the interest of a substantial section of the public.
The Treasury will then consider your email and make a decision about
whether or not to reduce or remove the charge. You may still contest the
charge after paying the charge in full, or in part by deposit.
Kind regards,
Freedom of Information Officer
The Treasury
