Draft Open Government Partnership National Action Plan
Dear Department of Finance,
I'd like to request the Draft OGP National Action Plan document referred to in the following tender: Contract Notice View - CN2647591 https://www.tenders.gov.au/?event=public...
I note that this document was previously requested and not supplied. This was prior to the government's commitment to the Open Government Partnership. https://www.righttoknow.org.au/request/o...
At the time of refusal, the FOI officer at the Department of Finance stated that "When Australia joins the Open Government Partnership, the draft Plan will be made available to the public for consultation." The Prime Minister announced Australia joining the OGP last November, but I have not been able to find the Draft National Action Plan since then.
I consider availability of this document is strongly in the public interest, to help understand the context of government and civil society's upcoming discussions towards new Open Government Partnership commitments.
I'd like to request this document under administrative access. If for some reason this request cannot be dealt with in this way, please treat it as a formal application under the Freedom of Information Act.

I refer to your FOI request dated 14 March 2016, that was transferred from
the Department of Finance to the Department of the Prime Minister and
Cabinet (the Department), in which you sought access to documents in the
following terms:
the Draft OGP National Action Plan document referred to in the following
tender: Contract Notice View - CN2647591
Timeframe for receiving your decision
Your FOI request was made on 14 March 2016 and the 30 day statutory period
for processing your request commenced from the day after that date. You
should therefore expect a decision from us by Wednesday, 13 April 2016.
The period of 30 days may be extended in certain circumstances. We will
advise you if there is any extension of time.
Charges
Agencies may decide that an applicant is liable to pay a charge in respect
of a request for access to documents. If the Department decides that you
are liable to pay a charge, we will send you a preliminary assessment of
the charge as soon as possible.
Publication of documents
Please note that information released under the FOI Act may later be
published online on our disclosure log at

· the names and contact details of Ministerial staff at a level
below Chief of Staff.
The names and other details of SES officers will not be withheld unless
there is some reason for that information to be exempt from release. If

or Ministerial staff below the level of Chief of Staff, or the mobile or
