Documents relevant to the Waverley Bridge Club air-conditioning system
Dear Monash City Council,
I am a retired air-conditioning consultant and a member of the Waverley Bridge Club.
The Club has been having problems with their air-conditioning system. I would like to study the relevant documents, familiarise myself with the installation and maintenance; and advise he Club - if possible - for improvement.
This request is from me only and my request was not discussed with the Club.

relating to the air conditioning system of the Council-owned facility used
by the Waverley Bridge Club.
Under Section 17(2A) of the Freedom of Information Act 1982, a request
must be accompanied by a statutory fee, which is currently set at $27.90.
Please forward payment of the fee at your earliest convenience.
Upon receipt of that fee, your request will be processed.
If you wish to discuss the most convenient method of payment of the fee,
please contact Council’s Customer Service Centre, tel. 9518 3555, during
business hours.
Please also identify which Council-owned facility you are referring to, as

I would like to use this public forum to inform everyone who reads it, about the details why my request was submitted.

The referred Council Facility is the Electra Ave Community Centre in Ashwood, where the Waverley Bridge Club is located.
I specified the documents I would like to view as follows:
1. Tender documents (Specification and drawings)
2. As constructed drawings
3. Commissioning report/data
4. Operating and Maintenance Manual
5. Maintenance schedules, reports/log books
The main reason why I made this request is, that the Monash Council coordinator to the Bridge Club made great efforts to block my investigation into the possible improvement of the air-conditioning system. He opposed my investigation and refused access to viewing the documents. I suspect he is in covering up mode. I submitted an official complain against this person also.
I am happy providing further details and answer any question to anybody who is interested.

Dear Monash City Council,
I trust we agree that the essence of the FOI is to enable the public obtaining information from government documents. And during my FOI process I was refused to do that, even I had access to the required documents during my inspection.
I did not require full copies of the documents, because I needed to collect some data and information only. I was prohibited to take any notes during my inspection. When I selected 'inspection' I was not told about this nonsense restriction.
I received an explanation and Jarrod Doake wrote:
"If note taking was permitted during the inspection process notes could be taken that copy the document word for word which would be in effect making a copy of the document."
Really? When someone writes down say thirty words or numbers from a hundred page document is it copying? And cannot be differentiated copying and note taking by the supervising council officer?
I also asked to refer to the relevant regulation governing the difference between note taking and copying during FOI process, but this question never was answered.
I am afraid this FOI practice is unacceptable.

Thanks for your email Mr. Tari, as you have now referred the matter to the
FOI Commissioner I think it is appropriate for Monash City Council to
respond to the Commissioner on this aspect rather than directly to you.
This will ensure the matters raised by the Commissioner are addressed
