Dear Mr Doig,
I refer to three requests that you have submitted with the Department of Immigration and Border Protection, two dated 29 June 2017 and one dated 4 July 2017.
I note that the requests dated 29 June 2017 are the same request, with one sent to the Department of Immigration and Border Protection and the other to the Australian Border Force. On 1 July 2015 the functions of the Department of Immigration and Border Protection and the Australian Customs and Border Protection Service were integrated into a new Department. The Australian Border Force (ABF) was established as a new front-line agency within the Department. Requests for access to documents held by the ABF are processed by the Department. Therefore you have lodged a duplicate request to the same agency and we are seeking your withdrawal of the duplicate request sent to the ABF.
In regards to the request sent on 4 July 2017 which has been allocated the FOI request number FA 17/07/00010, we note the wording is very similar to the request lodged below on 29 June 2017. As the requests are similar and would likely capture the same documents, we seek your clarification on whether you are happy withdraw similar requests or modify the wording to create one request that would capture all documents you are seeking access to, in relation to that particular subject matter.
It would assist the Department in managing it's FOI caseload if you could please respond COB Friday 21 July 2017.

Dear FOI Officer,
The following are the requests that I have made to date to DIBP and ABF:
REQUEST 1: AMOUNT OF FUNDING: ABF
Text: Please provide any documents relating to ABF funding provided to the International Migration for Migration Indonesia (IOM Indonesia) to conduct Assisted Voluntary Returns from Indonesia, provided during the following financial years:
- 2013/14
- 2014/15
- 2015/16
- 2016/17
Sent to: Australian Border Force
Sent: 29th June
Acknowledged: 29th June
REQUEST 2: AMOUNT OF FUNDING: DIBP
Text: Please provide any documents relating to DIBP funding provided to the International Migration for Migration Indonesia (IOM Indonesia) to conduct Assisted Voluntary Returns from Indonesia, provided during the following financial years:
- 2013/14
- 2014/15
- 2015/16
- 2016/17
Sent to: Department of Immigration and Border Protection
Sent: 29th June
REQUEST 3: AIM OR PURPOSE OF FUNDING
Text: Please provide any documents related to the aim or purpose of DIBP funding provided to IOM Indonesia to conduct assisted voluntary returns (AVRs) from Indonesia.
Sent to: Australian Border Force
Sent: 2nd July
Acknowledged: 4th July
There are two matters.
Firstly, I am happy to withdraw the duplicate request sent to the ABF (REQUEST 1: AMOUNT OF FUNDING: ABF) and have FOI Officer respond only to REQUEST 2: AMOUNT OF FUNDING: DIBP only, instead of responding to both of the duplicate requests.
Secondly, I would like to decline the request to withdraw the similar requests. While they are similar, REQUEST 3: AIM OR PURPOSE OF FUNDING is seeking the AIM or INTENTION motivating the financial support for assisted voluntary return operations, while REQUEST 2: AMOUNT OF FUNDING: DIBP is seeking the MONETARY AMOUNT which has been allocated, transferred, or expended as financial support for assisted voluntary returns.
So, to present one request which would capture all documents which I am seeking:
Please provide any documents related to the following:
- the aim, purpose or intention of DIBP funding provided to the International Migration for Migration Indonesia (IOM Indonesia) to conduct Assisted Voluntary Returns from Indonesia, provided during the following financial years:
- 2013/14
- 2014/15
- 2015/16
- 2016/17
- the monetary amount of DIBP funding provided to the International Migration for Migration Indonesia (IOM Indonesia) to conduct Assisted Voluntary Returns from Indonesia, provided during the following financial years:
- 2013/14
- 2014/15
- 2015/16
- 2016/17
