Cycleway compliance with safety standards and NSW road and traffic rules

There is a cycleway proposed for Beach Street Woolgoolga which was initially part of the Green Spine project.
There are issues in relation to safety, congestion, signage in relation to use of roads by cyclists, use of cycleways etc.
Robust reports should be available from the Council's Local Traffic Committee or other authorities or parties the cycleway's ability to meet compliance standards for safety and NSW road and traffic rules.
Copies of such reports are requested.
