Crowd control and fire safety training procedures
Dear NSW Police Force,
Can you please forward training manuals and any other documents detailing the crowd control and fire safety training that NSW police officers recieve prior to attending public protests.
If this can be answered as informal request please do so. Otherwise, please proceed with this as a formal request under the Government Information (Public Access) Act 2009.
Best regards,
Andrea Leong
Good Afternoon Ms Leong
Pursuant to the provisions of Section 8(3) of the Government Information
(Public Access) Act (2009) I am writing to advise you that due to the
nature of your request an ‘informal’ application will not be accepted. It
is therefore necessary that a ‘formal application’ under the Government
Information (Public Access) Act 2009 be submitted. I have enclosed a copy
of this form and credit card authority to assist you.
Please note that from the information supplied in your Informal
application, it would appear that your request relates to Non-Personal
information. If you decide to resubmit a Formal Access Application, you
should be aware that it may incur a processing fee which is charged at $30
per hour. If this does occur an estimate of charges will be forwarded
prior to any work being undertaken.
If you have any queries concerning your application, please contact this
office.
Kind Regards,
Erin Drummond

Dear #GIPAAPP,
Thank you for the forms. I will submit a formal request.
Must the payment be submitted at the same time? I am happy to pay a reasonable processing fee, but I find the payment options galling. A $9-10 fee for a money order or bank cheque seems exorbitant for a $30 payment, and I'm not willing to send credit card details in the post or by email.
Is it possible to pay securely online, or in person at a police station (as I have done in the past for a police check)?
Best regards,
Andrea Leong
Good Afternoon Ms Leong,

Thanks Henare! I actually just got the money order and posted the request.

Dear Monika,
I understand that it is not a requirement to fill out a particular form to make a request under the Government Information (Public Access) Act. Is this correct?
I have already completed one of those forms and paid a $30 fee, and was hoping that my previous email can be appended to that paperwork to update my request (application number IASU2017-69).
Is this possible?
Best regards,
Andrea Leong
I cannot find an application in our system with the name of Andrea Long.
Please advise when you sent the application to this unit and what name it
was under. If you received a decision on your previous application, then
this file is closed and you are required to submit a fresh application
with a $30 fee.
thank you,
Monika

Dear Monika,
Did you search for "Andrea Long" or "Andrea Leong"?
My initial request was made by email on 29 January this year. Erin Drummond replied on 1 February to let me know that the request would need to be made formally, and Erin attached the credit card authority and access application form 201509 for me.
I posted the form along with a money order for $30. I received a letter to let me know that this was received on 9 February and that my application had been given the number IASU2017-699 (I realise in my previous email I mistyped this number).
I then received a letter asking me to clarify my request to make it more manageable. That letter advised me of the best wording to use.
I have not been informed of a decision having been made regarding this request.
Best regards,
Andrea Leong
Your application is currently being processed. The due date for a

I just received a phone call and a follow-up email to ask me for an extension until April 20th (20 working days until today) as my request is "quite large". I agreed because it seems like things are in motion.

After asking me to re-word my request into a form that could be answered, and requesting an extension* "because it's quite a large request", my request was refused.
The reason given was that there is a public interest consideration against disclosure of the information. Sections T1(e-f) and T2(b-g) of the Section 14 Table were cited. My re-worded request is so broad as to include sensitive material.
*NSW Police requested an extension until 24th April, which I was happy to grant.

Astonishing. NSW Police Force seem to have gone that extra mile just to make sure you can't access this information and they've done it in the least transparent way possible by refusing to email you their repeated excuses and eventual refusal.
This authority has a very long way to go, "to make government information more accessible to the public", and, "restricting access to information only when there is an overriding public interest against disclosure.", as they state are their aims on their own website:

Hi Andrea,
This looks like a really interesting request. I hope you're going to try and continue to get this request processed on Right To Know so we can all see the results.
It's worth mentioning that using an application form is not a legal requirement. Here's a request where I worked with the authority to process a formal GIPA request over email using Right To Know without an application form:
https://www.righttoknow.org.au/request/m...
I hope this might help move this request along :)
Cheers,
Henare
