Corruption in the APS – Foster and Lloyd
Dear Australian Public Service Commission,
Stephanie Foster was John Lloyd’s loyal deputy at the Australian Public Service Commission at all relevant times of Mr Lloyd’s corrupt tenure before she moved to the DPMC in late 2017.
I have information to support a contention that like Mr Lloyd, Stephanie Foster has also acted illegally in public office.
I am happy to detail those allegations on request, or in response to say, a notice issued under section 29 of the FOI Act. Clearly there’s a public interest in identifying and stamping out corruption in the public sector that has blossomed in recent years under this Government.
Under the FOI Act, I seek access to email correspondence, falling between the period of 11 December 2017 to 8 August 2018 (inclusive) between Ms Stephanie Foster and Mr John Lloyd (including email documents sent by Ms Foster to Mr Lloyd and email documents sent by Mr Lloyd to Ms Foster).
Documents falling within the scope of my request can be quickly identified and retrieved by searching all items (including archived items) in Mr Lloyd’s email account profile according to persons sent to, and received from. Such documents are likely to include further prima facie evidence to support an allegation that Ms Foster has acted illegally.
I am willing to agree to the APSC redacting, from any relevant document, the personal information of any person mentioned in that document, except where that person was, at the relevant time: i) a public servant; or ii) a member of parliament.

1. The Australian Public Service Commission (the Commission)
acknowledges receipt of your request under the Freedom of Information Act
1982 (the FOI Act), for access to documents as follows:
I seek access to email correspondence, falling between the period of 11
December 2017 to 8 August 2018 (inclusive) between Ms Stephanie Foster and

email documents sent by Mr Lloyd to Ms Foster).

2. Your request was received on 28 March 2019. The statutory
timeframe for responding to your request under the FOI Act is 30 days from
the date of receipt. This timeframe may be extended in certain
circumstances, and we will advise you if such circumstances arise.
Charges
3. Section 29 of the FOI Act provides that agencies may apply a
processing charge for access to documents, where the request does not
concern your personal information. You will be advised if a processing
charges applies.
Redaction of junior staff personal information
4. Section 22 of the FOI Act provides that agencies may redact
certain material from documents where the material is deemed irrelevant to
the scope of the request.
5. The Commission’s policy is to redact the personal information,
including the contact information of public servants who are employed
below the Senior Executive level (SES). Unless you tell us otherwise, the
Commission will consider that junior agency employees personal information
falls outside the scope of your request, and entries will be redacted.
Administrative release
6. Where possible, the Commission will release documents under
administrative access arrangements, outside of the formalities of the FOI
Act. Unless you advise otherwise, in the processing of your request we
will provide suitable documents to you under these arrangements, and
notify you at the time of release.
