Dear Department of Immigration and Border Protection,
I request all correspondence and material related to "A Storyboard on People Smuggling", in particular:
1. Discussion and debate surrounding whether the storyboard needed notations in Arabic, English, or Persian Farsi (if at all).
2. Discussion and debate surrounding what artistic style the storyboard should have had (i.e. Western, Manga etc.)
3. Correspondence between the artist and the Department in relation to the inclusion or non-inclusion of certain content in the storyboard.
4. Correspondence between the Minister and the Department in relation to the inclusion or non-inclusion of certain content in the storyboard.
5. Correspondence within the Department on whether the storyboard was to be eventually produced as an animated cartoon.
6. Discussion and debate relating to which ethnic group the main character was to be depicted as (i.e. Haraza, Pashtun etc.)
7. Discussion and debate as to if the storyboard was to be printed as a coffee-table book and sold in boutique shops in gentrified suburbs in Afghanistan.

The subject matter of the documents requested by you is more closely connected with the functions of the Australian Customs and Border Protection Service (ACBPS) than the functions of the Department of Immigration and Border Protection. As such, your request was transferred to ACBPS on 19 February 2014 under section 16 of the FOI Act.

Good afternoon
I refer to your request dated 14 February 2014 for access to documents
relating to “A storyboard on People Smuggling” under the Freedom of
Information Act 1982 (the FOI Act)
The Australian Customs and Border Protection Service (ACBPS) has
identified 108 that fall within the scope of your request. Those
documents contain information that relates to the business affairs of a
third party.
It appears to ACBPS that an organisation might reasonably wish to make an
exemption contention because of business information in the documents.
The agency must not decide to give access to the document unless that
organisation has been given a reasonable opportunity to make submissions
in support of the exemption contention.
ACBPS intends to consult third parties prior to making a decision on
access to the documents under section 27 of the FOI Act. As a result, the
timeframe for processing this request has been extended by 30 days in
accordance with subsection 15(6) of the FOI Act.

I note that a decision is due to you by 15 April 2014.
In relation to your request, the Australian Customs and Border Protection Service (ACBPS) decision maker has requested I seek your agreement to an extension of time to make the decision under s 15AA of the Freedom of Information Act 1982 (Cth) (‘FOI Act’).
In order for ACBPS to complete the process of retrieving all the documents that fall within the scope of your request, and finalising the consultation process, we will require additional time to process your request.
We request your agreement to a 30 day extension of time under s 15AA of the FOI Act, which would cause the decision to be due on or before 15 May 2014.

Extension of time request under s15AB
On 15 April 2014, Australian Customs And Border Protection Service
requested further time to make a decision on your FOI request of 4
February 2014.
This request was on the basis that the processing period is insufficient
to deal adequately with your request, because it is complex.
The Information Commissioner has decided to grant Australian Customs And
Border Protection Service an extension of time of 60 days for this
request, to 16 June 2014. This decision has been made under s15AB(2) of
the Freedom of Information Act 1982 (Cth) (the Act). A copy of the
