Certified Copy of Assented Proclamation for the Commencement date for Act 70 of 1999

Currently waiting for a response from Queensland Office of State Revenue, they should respond promptly and normally no later than (details).

Dear Queensland Office of State Revenue,

Please provide a certified copy of the Proclamation required for Act 70 of 1999 to commence as per clause 2 in the preliminary section of the Act.
The Bill was assented to on the 6th December 1999 but this Act does not officially commence until it is Royally Proclaimed as per Queensland State Legislation and our Constitution of the Commonwealth of Australia as proclaimed 9th July 1900
Over a period of 10 months I have been asking SPER to provide the proclamation to which they have not been able to produce.
I have also searched the Gazette, Government Library and every other location possible.
My findings have been highly disturbing as No department can produce this document.
I have asked for a Internal revue via registered mail and I have received nothing in response.
