Hello Paul,
Further to our below correspondence.
I would like to clarify the implementations of proceeding with your FOI
application for personal information only.
In the attached the Office of the Information Commissioner – “what is
personal information?” refers:
The term “personal information” is defined in the Glossary to the FOI Act
as:
information or an opinion, whether true or not, and recorded in a material
form or not, about an individual, whether living or dead:
(a) whose identity is apparent or can reasonably be ascertained from
the information or opinion; or
(b) who can be identified by reference to an identification number
or other identifying particular such as a fingerprint, retina print or
body sample;
The definition of personal information means that it:
§ is information about an identifiable individual;
§ can only apply to people (living or dead); and
§ does not have to be true.
Some examples of personal information, which identifies or could identify
an individual, are a person’s:
1. name;
2. contact details (address, telephone number or email);
3. medical information; or
4. financial information.
It is my first impression that the information you seek (being the
following) will be outside the scope of your personal information:
1. Number of person, locations or organisations subject the
authorisation.
2. Whether SafeWA infrastructure or database has ever been subject to the
authorisation.
3. The number of times, and general reason records from SafeWA were
accessed for reasons other than contact tracing, e.g. criminal,
register compliance, training, maintenance and support.
If your intentions remain to obtain this information, an opportunity
exists for you to submit the $30 fee to make your application for
non-personal information.
Finally to continue to process your application, we will require a copy of
your photo identification to ensure we are obtaining your personal
information.
If no copy of your photo identification and/or payment of $30 fee is
received by our office on 22 March 2021, I will consider that you no
longer wish to proceed with your application and the application will be
closed.
Should you have any queries please contact me.
Kind regards
Ian McCavanagh | 86802 | A/Freedom of Information Supervisor

Good morning Paul,
RE: 21/0675
I write to you in relation to your Freedom of Information application you
currently have with our agency.
Our office is currently in the process of sourcing documents that meet the
scope of the application.
Further to this, the WA Police Force is currently handling a high volume
of FOI access applications, which has had an impact on our response times.
Our office is currently processing/managing over 550 active applications
and is required to evenly distribute office resources to meet current
demand.
In light of the above, our office respectfully requests an extension of
time to 26 June 2021 to continue to process your application.
Please advise me by close of business Friday 7 May 2021 on whether you
agree to this extension of time.
If an agreement to extend of the permitted period cannot be reached, and
if the agency was unable to provide you with a notice of decision by the
same day, this is considered to be a ‘refusal of access’ to documents
under section 13(2) of the FOI Act (to which [1]review rights apply).
If you have any further queries please contact me by return email or call
me on (08) 6229 5948.
Kind regards,

Dear ROWLES Dylan [PD89858],
Thank you for your reply.
As of Monday May 3, 2021;
The initial reciept of FOI request was returned from WA Police Force on 25 Feb 2021, 67 days ago.
WA Police Force issued an FOI File Reference number (2021/0408) on 02 Mar 2021, 62 days ago.
Written confirmation of FOI fee payable was provided by WA Police force on 30 Mar 2021, 34 days ago.
The suggested timeframe, of 26 Jun 2021, would represent 121, 116, and 88 days passed for each of the above events.
The FOI request is pertinent, requests summary information only, and is likely information which is active use, and as such is readily available.
Given the above, I request, in turn, that WA Police Force provides an alternative, substantially reduced, extension timeframe.
Yours sincerely,
Paul
Good afternoon Paul,
Thank you for your email.
As your original request was for personal only information and you later
amended to non-personal, the permitted period began following the
lodgement of the money and new application. As stated in your previous
email, this was on 30 March 2021.
As mentioned in the below email, our office is currently
processing/managing over 550 active applications and is required to evenly
distribute office resources to meet current demand. We are unable to
expedite applications based on the information you have provided.
Due to the above, our office respectfully requests an extension to 12 June
2021. Please advise me by close of business Monday 10 May 2021 on whether
you agree to this extension of time.
If you have any further queries please contact me via return email or call
on (08) 6229 5948.
Kind regards,

Dear ROWLES Dylan [PD89858],
Thank you for your prompt response.
I understood the clarification regarding non-personal information was "tak[ing] reasonable steps to help ... make an access application" 11(2). Furthermore the text provided by postal mail was informational only and payment was for the cited File Reference Number.
I am not requesting additional expedition of the access application, rather wanting the request is resolved within the permitted period. I hope this FOI request is resolved as timely as possible; however the revised timeline for completion by 12 June 2021 is acceptable.
Can you please confirm for me the File Reference Number for this FOI request. Additionally can you please provide an interim indication on the progress of identifying relevant information for each of the questions in the request.
Yours sincerely,
Paul
Good morning Paul,
I write to you in relation to your Freedom of Information application.
Please be aware that additional enquiries and consultations are required
to respond to your application.
Furthermore, please note that WA Police is currently actioning over 500
applications and must allocate resources equally.
In light of the above, our office respectfully requests an extension of
the permitted period to 10 July 2021, to allow for time to process the
application.
Please advise by close of business Friday 11 June 2021 on if you agree
with the above proposal. If I do not hear from you by this date and the
due date lapses, and if the agency was unable to provide you with a notice
of decision by the end of the permitted period, this is considered to be a
‘refusal of access’ to documents under section 13(2) of the Act.
If you require any further information please contact me via email or call
on (08) 6229 5948.
Kind regards,
