Can you please provide all information relating to agreements between "council" and "contractor" collecting fees on this public land. This will include documents related to leasing of this land for commercial gain and guidelines set out for said agent/contractor with relation to contact with the "people". Please include no personal information.
I ask that all fees in relation to this request be waived because the release of the documents is in the public interest.

Thank you for contacting Council to request documents relating to the lease of Andrew Drynan Park. You have requested Council release this information to you administratively.
Documents which are eligible for administrative release are publicly available documents, internal administrative documents such as policies or forms, or a person's personal information. The information you have requested regarding an agreement between Council and a Contractor is therefore outside of the scope of documents eligible for administrative release.
I have attached a Right to Information Application form for you to apply for access to the requested documents. Firstly I apologise for the delay in this response.

In particular, I draw your attention to the information under the heading Right to Information -
The application fee for an application under the RTI Act is – $50.80. This fee cannot be waived.
An agency or Minister may charge processing charges for searching for or retrieving documents, and making, or doing things related to making, a decision about an application. An agency or Minister may also charge access charges for providing the documents.
Should you wish to submit a Right To Information application, please complete the attached form (link below) accompanied by the application fee.
The requirement for the other related charges will be evaluated against the application itself and the provisions of the Right to Information Act 2009. I do advise that a matter being "in the best interest of the people of Queensland" is not listed in the legislation as a reason for waiving these fees.
