Thank you for your response.
I'm afraid the content of the reply does not satisfy my question.
Rather the documents provided largely show the files related to project management and proposed works after the decision was made.
I am interested in what happened prior - ie: "how" Council came to identify and make the decision to designate that Montreal Avenue requires a footpath in the context of the criteria in your footpath policy. It does not appear that the street meets Council criteria to qualify for a new footpath.
There is high concern among residents in the street of the impacts here and use of ratepayer funds, therefore we are interested specifically on how and why Council has decided a footpath in Montreal avenue is required.

Please see below why Montreal Avenue was selected.
Why are we constructing a new footpath?
Locations of new footpaths are assessed and prioritised based on proximity
to key points of interest such as shops, train stations, schools,
hospitals, nursing homes and parks amongst other locations. This aims to
make the Council’s footpath program fair and allow the construction of new
footpaths where they are needed most and improving pedestrian safety as
much as possible. Council is pleased to advise that Montreal Avenue has
been identified as meeting these requirements and has been programmed for
construction during the 2023-2024 Financial Year.
Hence, Montreal Avenue has met the criteria due to its close proximity to
Beaumont Road Public School, Kids Academy Killara, and Jinkers Green
Reserve, facilitating access to bus stops on Beaumont Road and Moore
Avenue Shops.
