s 22(1)(a)(ii) ou have seen the Australian media about Angus Campbell’s appointment. The Secretary and COO (Clare
Walsh) are not happy. Mary Ellen Miller from EUD has reached out to EU Ambassador Visentin and will shortly also
do so with Belgian Ambassador Goffin to apologise for such speculation having been published, making the point it
was not the Government’s intention for any public commentary ahead of appropriate diplomatic approvals,
including agrement.

grateful if you could contact Belgian and EEAS protocol to make the same points.
Because this story has hit the press, the department is wondering if it might be better to end speculation by having
the government announce it “intends to appoint” Angus Campbell etc. This has happened on previous such
occasions. So s 22(1)(a)(ii)could you please also take discrete soundings as to whether that would cause any problems at
this end given agrement has not yet been granted.

NATO Protocol just advised as follows for the NATO le ers of recall and credence :
“Who signs the le ers is a na onal decision on your side. Tradi onal y these are signed by the Head of State or
Government or the Foreign Minister.
If in your case these are signed by the Governor-General, that is fine with us.
We have no strict requirement with regards to the wording, so what I saw in the dra le ers is perfectly fine to us.
One slight tweak, we always use Bri sh English spelling, except in the name of the Organiza on: THE NORTH
ATLANTIC TREATY ORGANIZATION
There is no need for separate copies to the Chief of protocol. The originals can be handed over during the courtesy
cal . That is sufficient for us”
So the changes to the NATO le ers would be 1) the word ORGANIZATION with a “Z” and 2) only signed by GG and
delete Foreign Minister.
The courtesy call to hand over the le ers has been confirmed 06/03/25 at 09:40.
Hopefully we receive the le ers in me for the courtesy call.

In the mean me, we received the four agrement approval le ers for Belgium, Luxembourg, EU and NATO. I have
a ached them to this email as a reference.
This means that al le ers (Luxembourg, European Commission, European Council, NATO) can be dated by the GG on
the exact date of the signing of the le ers in February. Belgian le ers were already ok.
There is one possible issue, I asked NATO for confirma on only GG should sign the le ers (and not the Minister for
Foreign Affairs as per the dra creden al le ers). I have not yet heard from them. Hopeful y we wil hear from them
tomorrow. Can we wait one day to reply to Protocol Branch? Thanks.

As a fol ow-up to my earlier email about the creden al le ers for the European Commission and the European
Council (which should be redone because of the January date) , we have received today the approval of the agrement
request for the EU, dated 04/02/25.
The approval verbal note is a ached.
Once we have received the 4 new signed creden al le ers, we can organise the courtesy visit to the Chief of Protocol
for presen ng the true copies. Would it be an idea to ask Protocol Branch to email us the copies of the new signed
(and possibly dated, now that we have the approval) in order to organise the appointment with the Chief of Protocol?
For the presenta on of the creden als to the Presidents, we wil have to wait un l a er 05/03/25 (date creden als
Belgium).

EEAS Protocol confirmed the original 4 creden al le ers for the Commission and the Council, dated January are ok,
except of course for the date. They suggested to leave the date day, month blank. We could add it here.
I would suggest leaving the date also blank for Luxembourg and NATO.
We would just have to find an appropriate pen to complete the date .

A er our conversa on, I cal ed the EEAS Protocol with regards to the creden al le ers for the European Commission
and the European Council and the ming of the expected approval. They confirmed these le ers should be dated
a er the approval of the EU agrement, which they expect to happen beginning of February 2025. Meaning the 4
le ers should be re-done. They asked again to email them copies of the current 4 le ers (the ones with the January
date), to triple check the wording is ok….I wil do this this a ernoon.
Do you already want to go back to Protocol Branch about the issue of the Luxembourg and NATO le ers? But assume
we prefer to provide Protocol Branch with the request including the 4 EU le ers?
Suggested reply for Protocol Branch (tomorrow when we have the EU outcome about the wording?)
With regards to the creden al le ers, we received in the package as per your email.
For Belgium : two envelopes (1 containing the le er of credence and 1 containing the le er of recall), dated blank
January 2025. Agrement received end December 2024. Le ers will be dated by Post beginning of January 2025.
For the EU : four signed le ers (one le er of credence and one of recall for each European Commission and European
Council), dated blank January 2025. Awai ng approval agrement from the EU.
For Luxembourg : no le ers. Awai ng agrement approval.
For NATO : no le ers. Nomina on was approved end of January 2025.
Could the creden al le ers for Luxembourg and for NATO be prepared, not date/month dated (or dated March 2025)
and sent to us.
As the le ers for European Commission and the European Council have been dated before the approval of the
agrement by the EU, could the 4 le ers be re-done by the Governor General.

Dear David,
I have sent the le ers of credence and recall for HOM-des Brussels (as well as for EU) in the post dip bag, addressed
to you. The envelope will be stamped “Creden als within”. I don’t expect the package will leave here un l
Wednesday 8 January (given the mail room do not return for business un l 6 January and the close day for Brussels
bag is Wednesday).
The contents of the package are:
For Belgium: two envelopes (1 containing the le er of credence and 1 containing the le er of recall) that will need
to be dated by post once you have been informed that agrément has been granted.
Please try to use a similar coloured pen and write the day in numeral format not word (as this is less likely to show
discrepancies in handwri ng).
The signed papers are the ones for presen ng to the Head of State. Once you have dated them please put one in
each empty labelled envelope and s ck one of the Governor-General secure seals on the back of each envelope.
Spare seals contained if you need.
We would be grateful if you could please scan and send to us, final signed and dated copies for our records.
The other unsealed envelope with unsigned papers is for the MFA’s records and would be handed over by HOM in
his ini al mee ng with the Chief of Protocol (or equivalent).
For EU: four signed papers (one le er of credence and one of recall for both European Commission and European
Council). Again, these le ers have been undated, so please enter the date (per notes above) once you have received
agrément. (Also included are two envelopes if you wish to use).
Also in the package will be HOM’s Commission of Appointment, and photocopies of the papers you can keep and
use as you wish.
The Commission of Appointment is for HOM to keep and frame if he wishes.
Please be mindful that if agrément is NOT granted in the month of January, we would need to have the papers re-
done by the Governor-General and in this case, we would proceed once we hear word from you.
I would be very grateful if you would let me know as soon as you receive the package. Feel free to contact myself or
my colleague s 22(1)(a)(ii)if you have any ques ons. I will be on leave between 25 Dec and !3 Jan.

We are currently wai ng for the approval of the agrement for Ambassador Campbell from Luxembourg authori es
and could expect to have the agrement approval by the end of February, TBC.
Creden al dates
Luxembourg is having their next round of creden al ceremonies on 19 and 20/03/25 (it is a two day adventure). HOM
may be able to present his creden als at that me (TBC depending on other countries’ approvals).
However, we can only make the formal request a er 05/03/25 (creden als date with HM the King).
Would you please let me know if these would be suitable dates or would we prefer to wait for the next round for
which no dates are set at the moment. Thank you for your views.
Creden al le ers
To confirm, in the envelope we received from Canberra earlier this month with the original creden al le ers, were no
le ers for Luxembourg. The dra s have been approved and originals could in theory be sent, dated March 2025 (to

I have been
of the Belgian Chief of Protocol Ambassador Hubert ROISIN to check on me
frames for the handover of the copies of the le ers of recal and the creden al le ers. I understand the originals are
being sent in the bag. It is OK to make photocopies and hand those over to the Chief of Protocol.
A tenta ve appointment has been made for Friday 17/01/25 at 11:00 or alterna vely Tuesday 21/01/25 at 15:00. The
earlier the copies of the le ers can be handed over the be er, as the formal date of the presenta on of the
creden als to the King is based on this date. Four Ambassadors meet the King on the same day and the next session is
already ful and no date has been set yet for this round .
The mee ng with Ambassador Roisin takes approx. 20 minutes. The Ambassador-Designate a ends usual y
unaccompanied (can be discussed if necessary). Ambassador Roisin wil explain in brief the ceremony at the Royal
Palace and the do’s and don’ts.
Outstanding is the official photo of the Ambassador to add to the CV.

Below is an update on the
agrément process for HOM-designate Brussels, with advice on the
forms of address for the credential letters. This has been confirmed by each of the relevant
Protocol divisions (Belgium MFA, Luxembourg MFA, EU and NATO).
1.
Belgium
Agrément requested on 25/11/24 s 47E(d)
.
For credential letters, forms of address: “His Majesty the King of the Belgians” (no given name)
and referred to as “Your Majesty”
2.
Luxembourg
Agrément request can only be lodged after the approval of the agrément from Belgium.
For credential letters, forms of address: “His Royal Highness the Grand Duke” (no “of
Luxembourg”, no given name). Even after son Guillaume takes over, expected towards the end
of 2025, same type of address, (no name) and referred to as “Your Royal Highness”

European Council
Agrément requested on 25/11/24 s 47E(d)
For credential letters, forms of address : “His Excellency Mr António Costa, President of the
European Council”.
Note: Costa is taking up his duties on 1 December 2024 and is referred to as “ Your Excellency”.

NATO
To lodge a verbal note requesting the agrément, accompanied by a CV with photo, passport
copy, security clearance (stating the security level) to NATO’s Secretary General’s office. The
request should have all supporting documents for the process to be started.
The North Atlantic Council (NAC) has to approve the nomination. Once approved we will receive
the official letter of approval of the nomination.
For credential letters, forms of address: “His Excellency Mr Mark Rutte, Secretary General of the
North Atlantic Treaty Organisation” and should be referred to as “Dear Secretary General”
Some additional notes :
It would be helpful if Post can review of soft copy of the credential letters prior to their
finalisation for signature.
Credential letters can be prepared in advance, but please make sure they are not signed
before the agrément grant date.

As we are about to head into shutdown period we would be grateful for any update
on whether you think agrément for HOM Brussels is likely to come through in the
next day or so?
s 22(1)(a)(ii)
, so if agrément comes in over the Christmas
shutdown, would you please let all above email recipients know so the next steps
can be put into play. HOMSES are holding tight on booking flights so the earlier
they can proceed the more options will be available.
As a quick update from our end, the GG has pre-signed (undated) credentials
papers for Belgium and EU for HOM. I have packaged these up for post via Dip Bag
(separate email with soft copies and instructions) marked to David’s attention.
(NATO/Luxembourg letters will be processed later).
I have pre-prepared a draft media release in consultation with post and FAS’s OTN
and DND. This is currently with a/g Dep Sec DMG office for bio input/final
clearance. Once cleared we can progress to FMO so they have it ready should
agrément come through early January and they want to announce before his
expected start on 13 January. (with strict instruction not to announce until DFAT
confirm agrément is through).

That’s a good question, I will get back to you on the plan for transferring news.
On another note, I am seeking the GG’s pre-signature on credentials papers (undated) to be able
to send to post should agrément be granted.
I have done the bones of a preliminary media release but with non-APS high level HOM’s I don’t
usually do the biography bit. It’s normally the appropriate dep sec’s office that handle the
finalisation of the release.
On that note, I asked the EO to COO who I should consult with and he suggested reaching out to
s 22(1)(a)(ii) copying s 22(1)(a)(ii)
, who are the current support team to A/g Dep Sec
Natalie Cohen (filling in for Jamie Isbister).
Do you know whether Natalie Cohen is aware of the candidate and is this an appropriate avenue
to persue?

Will there be an on-duty phone over this period? Can you provide the contact number please?
We have begun to make passport arrangements with the sponsored passports team to ensure all
is in place to issue the passport as soon as agrément is granted.
The tentative departure to post is on 13 January 2025.

As we are about to head into shutdown period we would be grateful for any update
on whether you think agrément for HOM Brussels is likely to come through in the
next day or so?
s 22(1)(a)(ii)
, so if agrément comes in over the Christmas
shutdown, would you please let all above email recipients know so the next steps
can be put into play. HOMSES are holding tight on booking flights so the earlier
they can proceed the more options will be available.
As a quick update from our end, the GG has pre-signed (undated) credentials
papers for Belgium and EU for HOM. I have packaged these up for post via Dip Bag
(separate email with soft copies and instructions) marked to David’s attention.
(NATO/Luxembourg letters will be processed later).
I have pre-prepared a draft media release in consultation with post and FAS’s OTN
and DND. This is currently with a/g Dep Sec DMG office for bio input/final
clearance. Once cleared we can progress to FMO so they have it ready should
agrément come through early January and they want to announce before his
expected start on 13 January. (with strict instruction not to announce until DFAT
confirm agrément is through).

Background: I seek your formal agreement to the nomination of Ambassador to the European Union, North Atlantic
Treaty Organization, Belgium and Luxembourg (HOM Brussels).
2. The current HOM Brussels, Caroline Millar, is due to conclude her appointment in December 2024.
3. I recommend General Angus Campbell AO, DSM (Rtd) for appointment as the next HOM Brussels.
General Campbell (Rtd) recently completed service as Chief of the Australian Defence Force (2018-2024).
Prior to this, he was Chief of the Australian Army (2015-2018). He was a career Army officer with an infantry
and special forces background. In late 2005, General Campbell (Rtd) was First Assistant Secretary, Office of
National Security and subsequently Deputy Secretary and Deputy National Security Adviser at the
Department of Prime Minister and Cabinet.
4. General Campbell (Rtd) holds a Bachelor of Science (Honours) from the University of New South Wales
and a Master of Philosophy in International Relations from Cambridge University. He is also a graduate of
the Australian Army Command and Staff College.
5. General Campbell (Rtd) has advised that he is not aware of any personal or professional factors that
would affect the acceptability of his appointment to either the Australian Government or the governments
to which he would be accredited. Nor is he aware of any personal or professional factors that would affect
his appointment to any of the organisations to which he would be accepted.
6. This nomination would change the gender composition of HOM/HOP overseas appointments to add one
male.
7. I have provided a letter from you to the Prime Minister setting out this nomination, should you wish to
consult with him.
8. Your early approval of this submission wil enable the appointment to be considered promptly by the
Federal Executive Council.

Team - the problem is we cannot send the cable on this as the special distro at
your end - which the cable insists we do not change - will not allow us to without a
change the system itself does not permit. If we insert the Protocol
agrement/credentials topic it will send but to a slightly wider group. HOM, A/g
DHOM, SAO and IT London spent hours on this to no avail yesterday. Let us
know if you are comfortable with us using the Protocol distro. This appointment is
no longer exactly a secret… Tks. Caroline

As we are about to head into shutdown period we would be grateful for any update
on whether you think agrément for HOM Brussels is likely to come through in the
next day or so?
I will be on leave from 24 Dec to 13 Jan, so if agrément comes in over the Christmas
shutdown, would you please let all above email recipients know so the next steps
can be put into play. HOMSES are holding tight on booking flights so the earlier
they can proceed the more options will be available.
As a quick update from our end, the GG has pre-signed (undated) credentials
papers for Belgium and EU for HOM. I have packaged these up for post via Dip Bag
(separate email with soft copies and instructions) marked to David’s attention.
(NATO/Luxembourg letters will be processed later).
I have pre-prepared a draft media release in consultation with post and FAS’s OTN
and DND. This is currently with a/g Dep Sec DMG office for bio input/final
clearance. Once cleared we can progress to FMO so they have it ready should
agrément come through early January and they want to announce before his
expected start on 13 January. (with strict instruction not to announce until DFAT
confirm agrément is through).
