Dear Wei Rui,
On 29 March 2024, the Australian National University received your request seeking
access to documents under the
Freedom of Information Act 1982 (the Act)
.
1.
Scope of Request
I have taken your request to be as follows:
‘I am writing to kindly request a detailed breakdown of enrol ment statistics, with a
particular focus on the annual enrollment of Chinese students:
1.Enrollment data for Chinese students from the academic years 2015/2016 to
2023/2024, broken down by level of study and gender, for each academic year individual y;
2.Enrollment data for Chinese students enrolled in Master’s degree programs for
the academic year 2023/24, categorized by the universities where they obtained their
previous degrees; and
3.Enrollment data for Chinese students enrolled in Master’s degree programs for
the academic year 2023/24, categorized by their hometowns, referring to the cities where
they are originally from or where they previously resided.
Additionally, it is important to clarify that by "Chinese," we are referring to individuals
holding Chinese nationality, excluding those from Hong Kong, Macau, and Taiwan.
Furthermore, for request 1, could you kindly provide a breakdown of Chinese student
enrol ments for each academic year, delineated by gender and specific levels of study (e.g.,
undergraduate, Master’s by Coursework, Doctorate by Research), or any other
classification that best suits your data structure? Regarding requests 2 and 3, in the event
that the resulting tables are extensive, it is acceptable to organize the data in descending

order based on enrollment numbers and present only the top 100 universities or
hometowns’
On 18 April 2024, the University contacted you and sought an extension of time in
accordance with section 15AA of the Act. Your agreement to the extension was received
the same day, providing a new decision date of 27 May 2024.
On 19 April 2024, the University wrote to you seeking your agreement to de-identify the
documents in this matter. You provided your response on 16 May 2024 where you
agreed to deidentify the information contained in the document.
The purpose of this letter is to provide you with a decision on your request for access
under the Act.

Authority to Make Decision
I am an officer authorised under section 23 of the Act to make decisions in respect of
requests to access documents or to amend or annotate records.

Relevant Material
In reaching my decision I referred to the following:
• The terms of your request
• Documents relevant to the request
• Advice from University staff with responsibility for matters relating to the
documents to which you sought access
• The Act
• Guidelines published by the Office of the Australian Information Commissioner
(OAIC) under section 93A of the Act (the FOI Guidelines)

Decision
I am the authorised decision maker for your request.
I have identified one document containing deidentified data, extracted from ANU
systems, considered to be within the scope of your request. I have decided to grant
access to the document in full.
A copy of the document and a Document Schedule are enclosed with this letter.

If you are dissatisfied with my decision, you may apply for internal review or
Information Commissioner review of the decision. We encourage you to seek internal
review as a first step as it may provide a more rapid resolution of your concerns
Application for Internal Review of Decision
Section 54A of the Act, gives you the right to apply for an internal review of my
decision.
It must be made in writing within 30 days of receipt of this letter, no particular form is
required but it is desirable to set out in the application the grounds on which you
consider the decision should be reviewed.

Application for Information Commissioner Review of decision
Under section 54L of the FOI Act, you may apply to the Australian Information
Commissioner to review my decision. An application must be made in writing within 60
